Missing, incorrectly installed, or wrong-rated insulation is surprisingly common in new builds, and the consequences show up in energy bills and comfort long after handover. Here's how to check what you got and what to do if it's not right.

Insulation defects are one of the least visible but most consequential defects in a new home build. You cannot see inside your walls after plastering, but if insulation is missing, compressed, incorrectly installed, or the wrong R-value for your climate zone, you will feel it every winter and summer — and pay for it on your energy bills for years.

Why insulation matters — and why builders cut corners

Insulation is cheap relative to most building materials, but it is often the subject of shortcuts because it is invisible after the walls are lined. Common problems include:

  • Insulation not installed in some walls (particularly internal walls not facing outside)
  • Insulation compressed or incorrectly fitted, reducing its effective R-value
  • Insulation of a lower R-value than specified or than the NCC requires for the climate zone
  • Ceiling insulation displaced during roof or electrical works after installation
  • Incorrect insulation product used (e.g., reflective foil without an adjacent air gap, reducing its effectiveness)

The National Construction Code (NCC) Section J and the Building Code of Australia (BCA) specify minimum insulation R-values for different building elements (walls, ceiling, floor) in each climate zone. These are minimum requirements — your contract specification may require higher R-values than the NCC minimum.

What R-value does your home need?

Australia is divided into eight climate zones for building energy efficiency purposes. The required R-values vary significantly between a home in tropical Darwin (Climate Zone 1) and one in alpine Victoria or Tasmania (Climate Zones 6, 7, and 8).

As a rough guide for Class 1 residential buildings (detached houses and townhouses):

  • Tropical Queensland/NT (Zone 1): Ceiling R2–R4, walls typically R1.5
  • Sub-tropical QLD coast (Zone 2): Ceiling R3–R4, walls R1.5–R2
  • Temperate/Mixed NSW and VIC (Zones 4–5): Ceiling R3.5–R5, walls R2–R2.5
  • Cool VIC, TAS, ACT, SA (Zones 6–7): Ceiling R4–R6, walls R2.5–R3.5
  • Alpine (Zone 8): Ceiling R5–R7, walls R3.5+

Your building certifier (private certifier or council inspector) should have checked that the insulation installed meets the NCC Section J requirements as part of the mandatory inspections. But certification does not guarantee the insulation was correctly installed — a certifier checks compliance at a point in time and cannot check inside every wall cavity.

When to check insulation

The only opportunity to visually verify insulation in wall cavities is during the frame stage and the period between framing and wall lining (plasterboard installation). Once walls are lined, insulation is inaccessible without destructive investigation.

Key inspection points during the frame inspection:

  • External wall cavities — is insulation present in every external wall panel?
  • Roof/ceiling — is ceiling insulation present and in place? Has it been disturbed by trades?
  • Floor — in suspended floor construction, is floor insulation correctly installed between joists?
  • Insulation continuity — are there gaps around penetrations (power point boxes, exhaust fan boxes), around window and door frames, and at wall-to-ceiling junctions?
  • Product label — photograph the insulation product label. This confirms the R-value specified on the product matches your contract specification

If you are past the frame stage without having inspected, an independent building inspector with a thermal imaging camera can sometimes identify areas of missing or inadequate insulation through temperature differential. Thermal imaging is not perfect — it requires a significant temperature difference between indoors and outdoors to show useful results — but it is the best non-destructive option available.

How insulation should be installed

Correct installation means:

  • Batts fill the full cavity — not compressed, not folded, not bridging the gap
  • Friction fit — batts are cut to fit and stay in place without gaps at the edges
  • Foil insulation has an air gap — reflective foil insulation only works if there is an adjacent air space. A foil blanket compressed against the roof deck has negligible R-value
  • No bridging — insulation should not be compressed between the wall cladding and the stud — it must fill the cavity without being squeezed
  • Continuous — insulation should be continuous around all corners and junctions, with special batts used at unusual framing configurations

The HIA (Housing Industry Association) and ICANZ (Insulation Council of Australia and New Zealand) publish installation guides. An insulation installation that deviates significantly from these guides can be identified by an independent building inspector.

After handover: energy bills as evidence

If you suspect your insulation is deficient but walls are already lined, monitor your energy consumption compared to your home’s NatHERS (Nationwide House Energy Rating Scheme) rating. Your builder should have provided a NatHERS certificate at handover — this specifies the energy star rating the home was designed to achieve.

If your bills are significantly higher than comparable houses in your area with similar NatHERS ratings, this is circumstantial evidence of insulation below specification. It is not conclusive on its own, but it supports the case for a destructive inspection if you believe insulation was not installed as specified.

For a formal claim after handover:

  1. Engage an independent energy assessor or building inspector to assess the situation
  2. Use thermal imaging if conditions allow
  3. If insulation is genuinely absent or below specification, this may be a breach of your contract specification and a breach of the NCC — both grounds for a claim under your statutory warranty
